Florida – Recovering a Stalled Tower Development
Charlotte County Tower Development
The Challenge
After more than nine months of delays, Broadus Services was brought in to take over a new tower development project in Charlotte County, Florida. Repeated zoning and construction drawing revisions had not satisfied jurisdictional requirements, causing the project to stall and creating challenges with the client, property owner, and local jurisdiction.
The Broadus Solution
Broadus immediately reviewed the project history, jurisdictional requirements, zoning documents, and construction drawings to identify the issues preventing approval.
Within one week of receiving the assignment, our team corrected the required drawings and documentation and resubmitted the project for zoning review. Broadus then coordinated the zoning and permitting process through final approval while maintaining communication with the client, property owner, and jurisdiction.
The Result
Within 60 days of Broadus taking over the project, all required zoning and permitting approvals were completed and the tower site was released for construction.

Florida – Breaking a 12-Year Tower Approval Barrier
Lee County Tower Development
The Challenge
Broadus Services was assigned a challenging search ring for a new tower development in Lee County, Florida. Over a period of several years, multiple site acquisition firms had evaluated the ring and determined it was not viable due to a combination of limited zonable properties, site constraints, and a lack of willing property owners.
The Broadus Solution
Broadus conducted a fresh evaluation of the search area and identified two properties with sufficient space for tower development. Neither property, however, met the jurisdiction's existing zoning requirements for a telecommunications tower.
Within three weeks of receiving the assignment, Broadus secured a favorable ground lease with one of the property owners and began pursuing the necessary zoning approvals.
The entitlement process proved particularly challenging. Broadus navigated two community meetings, two Planning & Zoning Commission hearings, and a City Council hearing, ultimately securing approval for construction of a 175-foot monopole on the selected property.
The approval was particularly significant: it was the first new telecommunications tower approved and ultimately constructed in the jurisdiction since the community was incorporated 12 years earlier.
Permitting presented another significant challenge. The project required coordination and approvals from eight state agencies, along with local and federal requirements. Environmental considerations also required the site to be redesigned to avoid and protect nearby wetlands while maintaining a viable tower compound.
Broadus coordinated the required redesign, agency approvals, and permitting process through completion, ultimately securing all necessary local, state, and federal approvals and releasing the site for construction.
The Result
Within 12 months of receiving a search ring that had previously been considered non-viable, Broadus secured the ground lease, obtained the required zoning entitlements, navigated environmental and multi-agency permitting requirements, and delivered a construction-ready tower site.
The project became the first new telecommunications tower approved and built in the jurisdiction's 12-year history and provided the tower company with a viable location capable of serving all three national wireless carriers.

Texas – Coordinating a Complex Rooftop Deployment
Collin County Rooftop Site
The Challenge
Broadus Services was tasked with facilitating a new rooftop wireless installation on a uniquely complex property in Collin County, Texas. The property was owned by a municipality, the building was controlled by a professional sports organization, and two outside management groups were involved in the facility—creating multiple layers of review and approval throughout the project.
Adding to the complexity, the site needed to be completed on an expedited schedule ahead of a major event in the area.
The Broadus Solution
Broadus coordinated the multiple stakeholders and responsible parties to negotiate and secure a favorable lease and move the project into design, zoning, and permitting.
The design process presented several additional challenges. Broadus worked with the project team to navigate a complex fiber route from the ground-floor telecommunications room to the rooftop, develop screening solutions for the rooftop antennas and equipment, and coordinate antenna placement around the building's existing architectural features.
Midway through the project, a new rooftop signage installation required the antenna design and placement to be revised. Broadus coordinated the affected parties and design changes while keeping the project moving toward the required completion date.
The Result
Broadus maintained continual coordination among the property owner, building owner, management groups, design team, jurisdiction, and outside vendors throughout the project. Despite the multiple stakeholders, design revisions, and compressed schedule, Broadus successfully coordinated the leasing, design, zoning, and permitting required to release the site for construction.
The expedited delivery allowed construction to be completed ahead of the major event, providing the client with the additional network capacity when it was needed most.
Multiple Stakeholders → Lease Secured → Complex Rooftop Design → Mid-Project Redesign → Expedited Approvals → Operational Ahead of Major Event

Texas – Preventing an Off-Air Condition
Dallas County Forced Tower Relocation
The Challenge
One of Broadus Services' carrier clients received notice that it would be required to remove its equipment from a municipally owned tower within six months, creating the risk of an off-air condition if a replacement site could not be identified, entitled, constructed, and activated in time.
Broadus was retained to identify and develop a viable relocation site in close proximity to the existing tower.
The search area presented a significant challenge. The primary roadway was lined with commercial and retail development, with residential neighborhoods immediately behind those properties on both sides. As a result, potential sites could not meet the jurisdiction's standard tower setback requirements from residentially zoned properties.
The Broadus Solution
Within 30 days of receiving the assignment, Broadus identified a viable property and secured a ground lease in close proximity to the existing site.
Because the proposed tower could not meet the jurisdiction's standard setback requirements, Broadus worked directly with the neighboring homeowners association to address community concerns and ultimately obtain the HOA's support for the project.
With that support established, Broadus successfully petitioned the jurisdiction for the necessary tower height and residential setback variances, allowing the replacement site to move forward.
Broadus then coordinated the remaining due diligence, A&E, zoning, permitting, and development activities while working against the approaching termination date of the existing site.
Recognizing that additional time would be needed to complete construction and activation, Broadus also worked with the municipality to secure a 90-day extension of the existing site's termination date, providing the carrier additional time to complete the transition without interrupting service.
The Result
Within nine months of receiving the assignment, Broadus secured the ground lease, obtained the required zoning variances and entitlements, completed the necessary due diligence and permitting, and delivered a construction-ready replacement tower site.
The additional 90-day extension secured by Broadus allowed the carrier to complete installation and activate the replacement site before the existing site was taken off air, maintaining continuity of network service throughout the relocation.
6-Month Forced Relocation Notice → Lease Secured in 30 Days → HOA Support Obtained → Height & Setback Variances Approved → 90-Day Extension Secured → Replacement Site Activated Before Existing Site Went Off Air

Texas – Solving a 10-Year Search Ring
Tarrant County Tower Development
The Challenge
Broadus Services was selected to rework a challenging search ring in Tarrant County, Texas, that had been pursued by multiple site acquisition firms and tower companies—including Broadus—over a period of approximately 10 years without success.
The search area contained only four non-residential properties capable of supporting a new telecommunications tower. Each property owner had been approached multiple times over the years, and all four had consistently declined opportunities to lease property for tower development.
The Broadus Solution
Rather than approaching the property owners with the same traditional lease structure that had been unsuccessful in the past, Broadus developed an alternative financial structure designed to create a more compelling opportunity for one of the prospective property owners.
The new approach worked. Within 60 days of receiving the assignment, Broadus secured a commitment from a property owner who had declined similar proposals numerous times over the previous decade.
Securing the site was only the first challenge. The proposed tower also required zoning approval through a Special Use Permit (SUP) process addressing tower height and setbacks from nearby residential properties. Broadus successfully navigated the entitlement process and obtained the approvals necessary for the tower development to proceed.
The project also presented significant utility-design challenges. Long power and fiber routes had to cross beneath existing paved parking areas, requiring Broadus to coordinate complex utility routing and design solutions while maintaining the viability of the site.
The Result
Within 18 months, Broadus completed the site acquisition, design, zoning, permitting, regulatory, and utility coordination required to deliver the site for construction.
The completed tower provided a solution to a coverage and capacity need that had remained unresolved for approximately a decade and ultimately became a three-carrier site serving all three national wireless carriers.
